is solidworks certificate useful? what are its uses?
I could say I'm still new to the world of engineering design. I don't know whether a Solidworks certificate will be useful in the future or not? if it says skills maybe I can take a professional certificate, but I'm still confused about whether it's necessary or not.

Not necessary at all. I'm unaware of any employers that place a value on those SolidWorks certificates. They are just a money grab from SolidWorks and all you get is a shiny sticker (not really, but that's a way of saying you get nothing for it).
The vast majority of SolidWorks users (including myself) know more about the software and how to use it out of pure experience than most individuals who have those certificates. Don't waste your time and money.
