You can’t just make “any” file into an STL. You must start with a suitable 3D model. Start with a typical 3D modeler program such as Solidworks, Inventor, or Blender. Open or import the 3D file and then use the “save as” command to save it as an STL. Accuracy can usually be specified as part of the “save as” dialog. Alternatively, there are modeling environments within these CAD programs for setting up and manipulating the STL. There, you can easily control the accuracy and positioning of the STL before saving it.
There may be programs just for converting 3D CAD files to an STL. However, there are settings that should be made to achieve the level of quality desired. It usually requires more work than just specifying “save as” STL.
You must start with a suitable 3D CAD file.
2D CAD files, graphic images, PDFs, etc. cannot be directly converted to an STL without a LOT of work.
