With my students we usually download them from the following site:
It gives you, among other things, txt files that define the profiles by points and then you can convert them into splines in some CAD. We do it to later draw wings and do CFD simulations.
I don't know how to tell you about the legality or veracity of its original data, but I understand that it is a widely used database.
