Can I import picture in Autodesk Inventor and extrude it?
And how to do that?
is a very difficult picture, take a lot of time to make this. maybe is possible to convert files to something and then import to the inventor to extrude.

There is no way to make this in an automated fashion.
You have to do the following:
Making so you will be sure about the constraints and dimensions of your extruded part.

save has stl file then import in to inventor

As all colleagues said, you need to draw it from scratch where you have the full control on the output, OR
Convert the image (Raster) into a drawing (Vector) then import it into your CAD, less accurate but can save you time.
Good software can cost you, and it comes as Add-ins to your CAD.
You can use many applications or websites that offer the same online also for simple subscription fees:
USE DXF CAMERA APP AND TAKE A PHOTO OF THE PRINTED PICTURE , THEN THE APP CONVERTS TO DXF FORMAT, WHICH CAN BE IMPORTED.

There is a way to import a picture and be converted straight into a sketch with no tracing at all. This can be done through a program called inkscape, however if it is being used on a very complex picture it may not come out as expected
